Ms. Talbert is a program operations associate at Results for Development (R4D), where she supports global health and development initiatives through operational planning, project management and system strengthening. She works with technical teams, partners and funders to ensure efficient, high-quality program delivery.

Throughout her career, Ms. Talbert has focused on advancing inclusive development and humanitarian initiatives that promote human rights and support marginalized and displaced populations. As a grants and partnerships officer with Second Tree in Greece, she secured UNHCR funding and helped launch a human rights education initiative empowering refugees with knowledge of their legal rights and protections. She has also conducted international research on colonial legacies, racial hierarchies and anti-Blackness in the Middle East and North Africa and South America, deepening her commitment to equitable and decolonized approaches in global development.

Before joining R4D, Ms. Talbert worked as a contractor with the U.S. Agency for International Development’s Southern Africa Mission, supporting regional coordination, reporting and stakeholder engagement for development and humanitarian assistance initiatives. She also served as a project assistant for USAID’s Diversity, Equity, Inclusion and Accessibility Compliance and Capacity Support for Diverse Partnerships initiative, where she supported program start-up activities aimed at strengthening the capacity of diverse local partners. Prior to that, she worked with a nonprofit organization in Greece, providing humanitarian aid to refugees and leading a youth program focused on education, human rights, mental health and community-building activities for displaced children and adolescents.

Ms. Talbert holds a bachelor’s degree in international relations from Tufts University and brings expertise in project operations, grants management, humanitarian programming and stakeholder coordination. She is passionate about inclusive development and strengthening systems that support marginalized populations.

Enoch is an Education program officer at Results for Development (R4D), where he provides technical expertise, project management and coordination support for the USAID/Ghana Advancing Partnerships for Improved Learning (APIL) project. His key responsibilities include developing data collection instruments, conducting stakeholder consultations, developing capacity building plans, and facilitating policy improvement efforts. He also engages in stakeholder management building relationships with government agencies, local education authorities and other key players in the education sector.

Throughout his career, Enoch has led and supported the successful implementation of numerous education initiatives for rural and underserved communities in Ghana. This includes World Vision’s Unlock Literacy and Learning Roots projects, which helped improve children’s reading competencies from 5% to over 40% in 2021. He also managed a $3 million research grant focused on scaling literacy interventions.

Before joining R4D, Enoch worked with World Vision Ghana leading the implementation of early childhood and early grade education interventions. He worked alongside government and community stakeholders to support improved learning outcomes. He is passionate about continuing to drive impactful education projects across Ghana.

Enoch holds a master’s degree in educational administration and management from the University of Education, Winneba in Ghana. He also holds a bachelor’s degree in basic education and a diploma in basic education.

At Results for Development (R4D), Jessica leads the EdTech Hub Helpdesk, providing technical leadership to this global education policy and program support initiative. She works with a team of education experts to respond to discrete requests from education officers working in low- and middle-income countries around the world who are looking for ways to incorporate EdTech into their education sectors. She helps the team analyze context and explore relevant approaches for complex educational settings, while also contributing to broader business development and partner engagement work across the Hub.

Throughout her career, Jessica has worked to expand access and improve the quality of basic education for marginalized and underserved populations. In Ghana, she expanded a media in the classroom pilot project from 15 schools to more than 300 schools under one of the first public-private partnerships with the UK Girls Education Challenge. In Uganda and Ethiopia, Jessica worked with the Ministries of Education, private and public funders to expand an innovative accelerated education program, to impact more than 300,000 students, teachers and community members.

Prior to joining R4D, Jessica worked for Geneva Global managing projects in Ethiopia, Lebanon, Liberia and Uganda. At Geneva Global, she worked closely with corporate, foundation and individual clients to leverage funds and early project results to double project funding and expand program activity under the flagship education initiative Speed School — an innovative accelerated education program focused on helping over-age, out-of-school children enter the formal school system. Prior to her work on Speed School, Jessica worked with Discovery Learning Alliance (now Impact(Ed)) to expand a pilot program in Ghana, Kenya and Nigeria. She launched a new program office in the Northern Region of Ghana, significantly expanding operations and working closely with communities, school administrators and government education officials to improve enrollment, retention and learning outcomes.

Jessica holds a master’s degree in international educational development from Teachers College, Columbia University and a BA from The College of William and Mary. She speaks conversational Spanish.

He has been a professor in education at the University of Education Winneba, in various positions including Head of National Centre for Research into Basic Education, Director Externally Funded Research Projects, and teaching and supervising undergraduate and post graduate programs. In this role, he managed a series of research projects in the University of Education. Professor Ananga’s experience also includes developing and advising government on education policy and annual evaluation of performance contracts of the agencies of education in Ghana.

Emma is a program manager at Results for Development (R4D), where she manages activities on the innovation and evaluation and adaptive learning (EAL) teams. She provides support to partners in the Frontier Technologies Hub seeking to pilot new innovations for social impact, working with teams to implement agile and adaptive learning methodologies and to embed evidence into the pilot process. She also conducts research on the impact of technology on international development and analyses trends and learnings from projects which have implemented digital, data, and technology innovations for social good.

Prior to joining R4D, Emma was a monitoring, evaluation and research (MER) supervisor at Education Development Center, Inc. She also spent a summer with the Organisation for Economic Co-operation and Development’s (OECD) Directorate for Education, supporting the Global Teaching Insights project and the Schools+ Network. Additionally, she worked with the OECD’s Programme for International Student Assessment (PISA) team on her capstone Policy Analysis Exercise at the Harvard Kennedy School, which focused on including students with disabilities and special education needs in the international assessment.

Emma holds a master’s degree in public policy (MPP) from the Harvard Kennedy School and bachelor of arts degrees in international affairs and economics from the George Washington University. She is a native English speaker and speaks fluent French.

At Results for Development (R4D), Ms. Vasudevan is a regional Helpdesk lead at the EdTech Hub – a global research partnership led by R4D and partners. Within this role, Ms. Vasudevan supports education decision makers to incorporate evidence based and contextually relevant approaches in EdTech. She manages short term technical assistance requests within the Eastern Europe and Central Asia (ECA) and Eastern and Southern Africa (ESA) regions and leads the management of the Specialist Network. In addition, Ms. Vasudevan supports research on the use of EdTech to improve learning access and outcomes in emergency contexts.

Prior to joining R4D, Sharanya was an education specialist with the World Bank where she provided technical assistance to operational and analytical projects in the ECA and South Asia regions. Her work focused largely on teacher professional development, strategies to increase learning outcomes and equity of service delivery in pre-primary and primary grade classrooms. She has worked on projects in India, South Sudan, Afghanistan, Uzbekistan, Bosnia and Herzegovina, Moldova, Liberia and Timor Leste. Prior to the World Bank, Ms. Vasudevan was an education specialist with the Aga Khan Foundation and led the development and implementation of a civic education curriculum program in Kyrgyzstan. She began her career as a primary school teacher with Teach For India in Mumbai.

Ms. Vasudevan holds a master’s degree in international education policy from the University of Pennsylvania. She is fluent in English and Malayalam and proficient in Hindi.
